when opposing parties in a lawsuit are citizens of different states (including corporations incorporated or doing business in different states) or a citizen of a foreign country, which places the case under federal court jurisdiction, pursuant to Article III, section 2 of the U. S. Constitution, and the federal Judicial Code, if the amount in controversy exceeds $10,000.
